India needs to rework on the security structure as well as reform and rejuvenate police forces to counter the threats of terrorism. As per a recent US Country Report on Terrorism 2016, India is ranked 3rd in the most affected countries by terrorism after Iraq and Afghanistan. According to an estimated figure, there is a total of 52 terrorist groups which are active in different parts of India. This figure highlights that it is higher than any other country. the last major terrorist attack in India was 26/11 in 2008. At that time, different measures were taken like the decentralization of the National Security Guard units and the implementation of an elaborate coastal security scheme for better protection in the waters and the establishment of the National Investigation Agency. Despite these, the first person in the foreground- the police force still remains in shambles. The system hasn’t been upgraded and the modernization of the police forces have suffered a lot when as per the 14th Finance Commission’s recommendations and increase in the share of states’ revenues, the Centre delegated the responsibility to the state governments. The Central armed police forces are also not in a good health. There is much discontentment in the BSF and CRPF sectors over the leadership in various levels, promotional opportunities, irrational deployments as well as inadequate infrastructure. Add to that the National Counter Terrorism Centre which has been neglected. In such a state, the government needs to take adequate measures and steps to boost up the police and security forces to guard the country against the attacks and atrocities of the terror groups from inside and outside the country.
