No Silver Bullet

The Government recently announced setting up a ministerial panel which would analyse and oversee the mergers of the state owned banks. The ministerial panel is to be headed by the Finance Minister Arun Jaitley and its aim is to form strong banks for the econommy. The condition for the same is that the merger proposals should be initiated by the boards of the respective banks and that the decision would be taken purely on commercial grounds. At a time when the bad loans are overpowering the good loans and a ratio close to 10% can lead to the twin balance sheet problem, the decision and so called Alternative Mechanism for overseeing the PSU banks merging is an attempt to cover the challenge of bringing in capital for banks controlled by the government. In the last two decades the goverments ruling at the Centre proposed the merger of banks to gve a financial boost to the economy. However that wouldn't have been possible by forcing a good developed bank to merge with a weaker one when the balance sheet of many amonf the 21 state run banks looks stretched. According to the latest Financial Stability Report by the RBI, the gross bad loans of the PSU banks may be high as 14.2% by Match 2018 if there isn't any economic rebound. If we evaluate the banks merger situation from a global viewpoint, it can be seen that it often fails if they doesn't run efficiently and with a cultural fit. THe merger of banks need strengthening of the balance sheets and raising governance standards to have a desirable effect.
